The civilian militia requires regulation. Constitution dictates congress must regulate. Is the sentence too long? The Second Amendment begins “A Well Regulated”. Tea Party Death merchants can’t seem to remember the first three words when they get to the end of the sentence.
Second Amendment: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Since congress refuses to regulate the civilian ownership of deadly force, the freedom to assemble is forfeit. Freedom is stolen by terrorist criminals supported by Rand Paul and his Tea Party idiots.

The US Supreme Court ruling, interprets the “Militia” as pertaining the an armed civilian population, the right of the people. Therefore this militia, made up of an armed civilian population, must also be regulated. There are no effective, enforceable laws that regulate the civilian opportunity to obtain deadly force.
